Positioning guardrails
Best for
- Cities, counties and special districts that want every department phone line answered 24/7 without growing the front desk.
- Agencies handling high volumes of routine resident calls (hours, permits, utilities, animal services, public works) in 30+ languages.
- US local governments that must keep resident data in the US and need procurement-friendly security documentation.
- Teams already running govtech systems such as Tyler, Accela, OpenGov, SeeClickFix or ArcGIS.
Ideal size: City/county with 4+ departments people · Local government with existing phone lines and a modern govtech stack
Not for
- Federal agencies or programmes that require FedRAMP authorisation today.
- Private-sector businesses looking for a general contact-centre or receptionist bot.
- Buyers who need a completed SOC 2 Type II report before signature — EffiGov's audit is still in progress.
- Agencies unwilling to let AI answer live citizen calls, even with mid-call human oversight.

Bottom line
EffiGov gives US local governments AI phone agents for every department line. Residents call numbers they already know; federated agents share context across departments, answer in 30+ languages, and route to staff when needed. Reference deployments include Sumter County, FL (12,000+ calls a month, 72% handled without staff) and Huber Heights, OH (73% handled). Lines forward to EffiGov-managed numbers, so there is little to implement. Data is US-hosted and SOC 2 Type II is in progress; no public pricing.
Frequently asked questions
How does EffiGov fit alongside our existing phone system?
EffiGov does not replace your phone system. You forward department lines to numbers EffiGov manages, and the AI agents answer them; the arrangement is described as reversible at any time. Integrations let calls resolve against your systems of record (Tyler, Accela, OpenGov, SeeClickFix, ArcGIS and others), and the vendor says it will build integrations it does not already have, with no new software for staff to learn.
How long until the first live call?
EffiGov markets 24/7 service 'answered from day one'. A deployment still needs your department list, hours and knowledge base configured, and your lines forwarded to EffiGov-managed numbers. That is a light lift compared with a new contact-centre platform, but treat two to four weeks as a realistic first-live target.
Do we have to reduce headcount?
No, and EffiGov does not pitch it that way. In the Sumter County case, 72% of calls were handled without staff, and the assistant county administrator stresses his team did not shrink — it stopped drowning in calls that never needed a person, freeing time for residents who do. Huber Heights (73%) and San Joaquin MVCD (70% off the front desk) report a similar pattern.
Is EffiGov SOC 2 certified?
Not yet. EffiGov states its SOC 2 Type II audit is in progress and publishes controls, penetration test reports and policies in a live Trust Center. If your procurement requires a completed SOC 2 report at signature, EffiGov is not there today; it says it works with customer procurement and IT teams during security review.
Where does resident data live, and is it used to train models?
EffiGov says data is hosted with US-based infrastructure providers and that it maintains zero data retention with its AI model provider. No EffiGov page states whether resident call data is used to train AI models, so treat that question as open and confirm it in your contract.
What does EffiGov cost?
EffiGov does not publish pricing: the site is demo-led, with a booking form and a live sample-city demo. Budget for a per-department or per-call-volume arrangement and treat the price as negotiated. No public starting price, seat tier or implementation fee is documented.
