Positioning guardrails

Best for

  • Bid teams at US firms answering public tenders who need every requirement, document and deadline caught before submission
  • Small and mid-size firms without a bid library — no past packages or templates required
  • Teams that want win-chance and pricing guidance drawn from historical public award records
  • Organisations that need requirements traced back to source documents for internal review

Ideal size: 3–10 bid team members people · Growing bid team with steady public-tender volume and no mature bid library

Not for

  • Firms whose work is almost entirely private-sector or non-public procurement
  • Buyers wanting automatic bid submission — Offra leaves decisions and submission to you
  • Enterprises expecting out-of-the-box ERP, CRM or Slack connectors
  • Teams that require a support phone line or 24/7 live chat

Bottom line

Offra is an AI bid-review platform for firms answering public tenders. It ingests PDF, Word and Excel tender packages, extracts every requirement, key date and mandatory document into a to-complete checklist, checks each item against the bidder's profile, projects and certifications, and flags gaps by severity. Business plans add win-chance scoring from five years of public award records, an uncapped tender radar and one-click draft answers. Plans run $299–$799 per month and the first bid is free.

Frequently asked questions

What is Offra and who is it for?

Offra is a bid-review workspace for firms answering public tenders, operated by Consuly Pte. Ltd. It reads the full tender package (PDF, Word, Excel), turns every requirement, key date and mandatory document into a to-complete checklist, and scores each item against your company profile, projects and certifications. Business plans add win-chance scoring and target pricing bands built from five years of public award records, an uncapped tender radar, and draft answers that leave anything only your team can decide as a blank to fill.

How much does Offra cost?

There is no charge to sign up: a free account searches every open bid and your first bid runs start to finish with every Business feature. Paid plans are priced by annual bid volume — Professional at $299 per month billed annually ($3,588 per year, 36 tenders, up to 3 users) and Business at $799 per month billed annually ($9,588 per year, 120 tenders, up to 10 users). Extra submissions are $149 each, and seats, storage and bid packs can be added. Enterprise (unlimited bids, SSO, custom API) is custom-priced.

Will our bid documents be used to train AI models?

No. Offra's security and privacy pages state that your documents are never used to train AI models — Offra's or its providers'. Requests route through OpenRouter to providers under zero data retention that do not train on what is sent, and the restriction is enforced in code rather than left as a setting. Customer documents are never used to build Offra's benchmarks or to serve another customer. Text recognition runs on Mistral AI, with Cerebras as the fallback provider.

Do we need past bids, templates or integrations to start?

No historical bid packages are required — you upload the documents for the tender you are working on plus your estimate, and Offra reads them whatever the sector, level of government or buyer. Customer integrations are Enterprise-only (custom integrations and API access); Offra publishes no Salesforce, SAP or Slack connectors, and users sign in with Google or an email password with optional two-factor authentication.

What security and support come with Enterprise?

Enterprise bundles unlimited bids and users, unlimited storage, dedicated setup, infrastructure and support, SSO, advanced security and audit logs, custom integrations and API access, and the option to run on your own private model. Data is stored and processed in the United States and encrypted in transit and at rest, with workspace boundaries enforced by database row-level security. General enquiries go to [email protected], which the vendor says it answers within one business day.
